I’ve made this as a logo/seal thing for a body in a fictional country’s government. It would be helpful if you, the one reading this, could answer the following:

1. What do you think it could be a seal/logo for?
2. Let’s assume you guessed right. How could I improve it?

the second one was what I was thinking of but it still looks off to me somehow, maybe cause the dots are smaller now?

also what if you rotated the parliament by 90° counter-clockwise and then have the fist above it? maybe that would look more like the parliament having the power?

Yeah… The reason I didn’t design something like the second one at first is because I don’t want it to look like an agency of the UN
