Why doesn’t Scotland just declare independence? Why do you need to have a referendum on it?
A unilateral Declaration of Independence, or UDI, wouldn’t be recognised internationally which would make it incredibly difficult to establish any legitimacy.
Plus you can only really do UDI if you have overwhelming national support for it. Otherwise you risk internal civil unrest even before you factor in external recognition.
